什麼是學習歷程檔案:學習歷程檔案包括:學生的基本資料、自傳與
學習計畫、在校修課紀錄和課程學習成果,以及其他多元表現。簡單
來說囊括了同學們在高中三年各方面的所有表現,不僅僅是課業成績
而已。學習歷程檔案同時也被列入升學參採項目之一

此問卷調查中,家長近 62.1%非常同意與兒少報告 62.9%非常同意,顯示出學
習歷程檔案確實因城鄉差距/貧富差距產生不公平,都市裡重點學校有機會接觸
到更多的資源,也就能寫出光鮮亮麗的檔案,相對地,社區高中與偏鄉的學生
沒有機會獲得最新資訊與資源,兒少報告中學生代表提出台北都會區的孩子有
機會和頂大接軌。例如台北五校(北一女中、建國中學、師大附中、中山女
高、成功高中)與八所頂尖大學以策略聯盟方式合作開設 30 門「微課程」,由
大學教授擔任開課師資,讓高中生跨校選修,得以進而製作出精美有深度的學
習歷程檔案,又或者如國立臺北科技大學將學習歷程檔案以商品形式化販售
等,均充分顯示因城鄉/貧富差距造成學習歷程檔案實施的不公平。

評分標準之一,對於升大學的刻意準備,刻意參加比例高,原本過去沒有刻意
參加的學生,如今多了一項負擔,除了考試之外,更多了需要準備吸引教授的
社團、營隊或活動

從國教行動聯盟家長方面問卷顯示出非常不同意與不同意合計近 58%,兒少代
表報告非常不同意與不同意合計近 82.9%,顯示出因著學習歷程檔案列為升學
評分標準之一,對於升大學的刻意準備,為的是要吸引大學端重視,然而家長
與學生幾乎都顯示出,即時準備了,也無法能明確知道大學教授要的內容,因
而在準備上產生極大的壓力與焦慮感。
問卷調查:關於大學入學考試分科測驗恢復國文 英文與數乙,你的看法為何?
在大學考招方面,問卷中有 72.8%的高比例認為應恢復分科測驗國文、英文、數
乙等考科。事實上,今年(2022 年)因為分科測驗不考數乙,許多商管科系分發時
只能參採學測數 A 或數 B 成績,甚至分科測驗的數甲成績,此種招生策略對於
社會組學生特別不公。又因為分科測驗不考國文、英文,學測命題老師在權衡之
下,增加了試題的難度。結果原本還能達到均標或後標的學生,直接摃龜。成績
不能達標,繁星、申請都上不了,連分發都不可能,已傳出多位高三學生已準備
明年重考。學測題目的難度增加,也進一步深化了課本與考題的鴻溝,降低學習
的效益,減少學習的熱情。如果未來七月的分科測驗仍然不考國英,恐導致學生
愛上不上國英的加深加廣課程,將令高三下國英兩科處於空轉狀況,弱化學生語
文素養,甚至弱化國力。

建議事項:
一、應大幅降低學習歷程檔案對於高中生學習與生活的衝擊:
從問卷統計結果可以看到,固然高中學習歷程檔案的製作過程或有助於學生個人
的成長,但恐未能充分呈現學生個人學習特色亮點,並將明顯因為城鄉/貧富差
距的不同而造成升學的不公,此外,多數高中生會刻意參加特定社團、營隊或活
動等以增加學習歷程檔案對教授的吸引力,從而使得高中的康樂性社團或與升學
無關的社團逐漸式微,影響高中生涯的發展,令人擔憂。我們認為,應大幅降低
學習歷程檔案對於高中生學習與生活的衝擊。
首先,學習歷程檔案系統應明確成為大學申請入學備審資料的輔助工具,不
要再規定每學期上傳的件數,但因儲存空間有限,可以訂定每一位高中生上傳資
料儲存空間的上限。此外,要增加高中學生及家長對於大學教授想要看到學習歷
程內容的認識,事實上,學習歷程是評估學生整體學習成果的佐證資料,如果只
有學習過程卻沒有實質的學習效果,那樣的學習歷程檔案是不具意義的,最重要
的還是學生自身素養的提升。
二、大力推動適性探索與輔導
許多高中生反映找不到學習歷程準備的方向,因此,要大力推動適性輔導,讓孩
子早一點進行適性探索,找到自己的興趣與性向。對於偏鄉及弱勢生,應提撥經
費協助其準備學習歷程檔案,避免因為資源的不足而造成不公平,甚而埋沒的人
才。
三、增加考試入學的名額
因「升學領導學習」是不可避免的狀況,學習歷程檔案的使用所以造成那麼多的
問題,就是因為大學申請入學的名額過高,考試入學的名額逐年降低,導致學生
不得不花很多的時間在準備學習歷程檔案,因此,我們建議要增加考試入學的名
額,甄選入學(非考試入學)及考試入學的名額應各占一半。
四、強烈建議應儘快恢復分科測驗的國文、英文、數乙等考科
因分科測驗不考國文、英文、數乙等考科,導致不少校系考試分發須回頭參採學
測成績,使得新課綱下的學測走上「一試定終身」的回頭錯路,造成學生參加學
測的壓力。因此,我們強烈建議應儘快恢復分科測驗的國文、英文、數乙等考科。

What is Academic Portfolio: Academic Portfolio includes: Student's
basic information, autobiography, study plan, academic records, course
learning outcomes and other diverse performances. Simply put, it
includes not just the academic performance of the students but also
their performances in all aspects during three years of high school.
Academic Portfolio is also regarded as one of the references for
admission to college.

In this survey, nearly 62.1% of parents and 62.9% of Youth
representative strongly agree with the report, which shows that the
academic portfolio is indeed unfair due to the gap between urban and
rural areas/rich and poor. The prestigious schools in urban areas have
the opportunity to access more resources, and is possible to write
impressive academic portfolio. On the contrary, students in community
high schools and remote villages have no chance to obtain the latest
information and resources. For example, the top five schools in Taipei
(Taipei First Girls High School, Taipei Municipal Jianguo High School,
The Affiliated Senior High School of National Taiwan Normal
University, Taipei Municipal Zhong Shan Girls High School, Taipei

Municipal Chenggong High School) and the eight Top universities
have established 30 "micro-lectures" through strategic alliances, taught
by university professors so that students can take cross-school course
selection and can then produce exquisite and in-depth academic
portfolio. Moreover, National Taipei University of Technology, sells the
the skills in the preparation of academic portfolio in the form of
commercial products, etc., which fully proved the unfairness in the
implementation of academic portfolio caused by the urban-rural/rich-
poor gap.

It showed that due to the fact that academic portfolio is listed as one

of the grading criteria for admission to college, the proportion of
deliberate preparation for university and joining of extracurricular
activities increases. Students who did not deliberately join in the past
have an additional burden now. Aside from preparing for exams, they
need to join added clubs, camps or events to impress their professors.

82.9%. It showed that due to the fact that academic portfolio is listed
as one of the grading criteria for admission to college, the purpose of

deliberate preparation for university is to attract the attention of the
universities. However, almost all parents and students show that, even
if they are ready, they still cannot clearly know what the university
professors want so they have great pressure and anxiety in
preparation.
Survey: What is your opinion on the resumption of the subjects -
Chinese, English, and Mathematics in the subject-test for University
Entrance Examination?

In terms of university entrance examinations, a high proportion of
72.8% of the questionnaires believe that the subject examinations such
as Chinese, English, and Mathematics-B should be resumed in the
subject-test.
In fact, this year (2022), because the subject-test does not contain Math-
B, many business and management departments can only refer to the
score of Math A or B in the academic test, or even the score of the
Math A in the sub-test. This is particularly unfair to the students in
Social Science. In addition, because the subject-test does not include
Chinese and English, teachers of the Academic Test Proposition has
increased the difficulty level of the exams. As a result, the students
who could have achieved the average or post-mark would just be
hopeless. Students’ grades that didn’t meet the standard, their
applications to good schools would also not be accepted, and even
distribution to universities would become impossible. News reported
that many senior high school students are preparing to retake the
exam next year. The increased difficulty of the examination further
deepens the gap between the textbooks and the entrance exam. It
reduces the students’ effectiveness and enthusiasm for learning. If

Chinese and English subjects are still not included in the entrance
exam next July, it may lead to lack of interest of students in the
deepening and broadening of Chinese & English courses. As they
reach third-year Senor high, these two subjects will be in the idling
state which weaken the students' language literacy, as well as the
nation.

Suggestions:
1. Reduce the impact of the academic portfolio on the learning and
lives of high school students:
We can see from the survey that the process of making an academic
portfolio is beneficial to the personal growth of the student, but it
won’t show the student’s distinct learning characteristic and will

cause unfairness in the admission to college due to the urban-rural/
rich-poor gap. In addition, majority of high school students who want
to increase the attractiveness of their academic portfolio will participate
in a specific clubs, camps or other activities to impress the professors.
Thus, recreational clubs or clubs related to further studies on high
school campuses will become sparse, affecting the development of high
school careers, which needs to be worry about. We suggest to reduce
the impact of the academic portfolio on the learning and lives of high
school students:
First of all, the academic portfolio system should be used as an
auxiliary tool for the preparation in the admission of university
application. It is not necessary to stipulate the number of uploads per
semester. However, due to the limited storage space, the upper limit of
the storage space of each high school student's uploaded materials can
be set. In addition, it is necessary to increase the awareness of high
school students and parents about the content of the academic portfolio
required by the university professors. In fact, the academic portfolio is
a supporting material for evaluating the overall learning outcomes of
students. If the academic portfolio does not have substantial learning

effects, such academic portfolio is meaningless. What matters is the
improvement of students' self-literacy.
2. Promote adaptive counseling and adapative exploring
Many high school students reported that they could not find their
direction in preparation for the academic portfolio. Therefore, we
vigorously promote adaptive counseling, so that children can find their
own interests and aptitudes earlier through adapative exploring. For
remote and disadvantaged students, funds should be allocated to assist
them in preparing academic portfolio to avoid unfairness or even bury
their talents, due to insufficient resources.
3. Increase the quota of students in the entrance exams
Since "admission to higher education governs learning" is an
unavoidable situation, the use of academic portfolio has caused so
many problems due to the fact that the number of applicants for
admission to universities is too high, while the number of students
taking entrance exams decreases yearly, resulting in students having
to spend a lot of time in preparing their academic portfolio. Therefore,
we recommend to increase the quota of students through the entrance

exams process. The quota of screening-based admission(non-exam
admission) and that of the admission through entrance examination
should be equal.
4. Strongly recommend the resumption of the subjects - Chinese,
English, and Math B in the subject-test as soon as possible.
Since the subject-test does not contains the subjects of Chinese,
English, Mathematics B, many schools and departments have to refer
back to the academic test results for the distribution of examinations,
which makes the academic tests under the new syllabus embark on the
wrong path of "One test for life". This creates pressure for students in
taking academic exams. Therefore, we strongly recommend that
subjects such as Chinese, English, and Mathematics B in the subject-
test should be resumed as soon as possible.
