Government discourse on LGBTI / gender identity is overwhelmingly framed within women's-rights documents, not children's or disability frameworks.
5. Disabled indigenous: total invisibility.
0 segments across all 3 covenants — triple-disadvantage population without government recognition.
6. LGBTQI+ children: low across all covenants.
Only CEDAW 2 / CRC 1 / CRPD 0 segments — sensitive intersection lacks systematic government framing.
📋 Evidence quality (32 PI scorecard, 5-dim formula)
Each Policy Issue is scored 0–100 on 5 dimensions (passages 0–40, events 0–20, cosignatories 0–15, organizations 0–15, year span 0–10). Distribution:

🎯 What we ask of treaty body reviewers
- CEDAW Committee — Issue List of Issues asking the Taiwan government to add a dedicated Disabled Women chapter in the 5th State Report (2026–27) with sex × disability disaggregated data.
- CRPD Committee — Issue List of Issues asking the 3rd State Report (planned 2027) to add a Women with Disabilities chapter, including DV / sexual assault / employment / medical statistics for disabled women.
- Joint Lists of Issues — CEDAW + CRPD Committees coordinate cross-committee questions on the disabled-women intersection (CEDAW GR-18, CRPD Article 6, CEDAW GR-39).
